Job Title: Program Manager Security Clearance Required: Active Public Trust Designation Work Week: Monday to Friday Hours: 8:00am-4:00pm Flexible Hours: NOT Flexible Work Location: Washington, DC 20593 Position Overview: Manage overall contractor team, consisting of prime contractor and all subcontractors of the team. The on-site Program Manager is the primary interface and point of contact with Government program authorities and representatives on program/project and contract administration issues. The Program Manager supervises program / project operation by developing management procedures and controls, planning and directing project execution, and monitoring and reporting progress. Ghostrock Systems Development, LLC, a subsidiary of Three Saints Bay, LLC, is an Alaskan Native Corporation and a limited liability corporation that was initially formed in 2012 as a Small Disadvantaged Business under the name Afghanistan Business and Stability Operations. The firm was renamed Ghostrock in February 2013 and began operations in August 2016. The firm's business operations are focused on delivering logistics support products/services associated with shore-based and shipboard related Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR). POSITION RESPONSIBILITIES: • Performing as the led POC to the COR and TPOC for the contract • Assist the government in development and fulfillment of project deliverables while ensuring the cost, schedule, scope, and quality requirements have been met. • Identify and characterize technical requirements as well as assist the government in successfully navigating each phase of the project life cycle including initiation, planning, execution, closing and monitoring and control. • Work independently and within a team to conduct complex studies, formulate reports, and develop strategies to support project objectives. • Collaborate with other personnel to advise on cost effectiveness and compliance of strategic plans across a portfolio of projects. • Develop, review, and analyze financial and technical data in regard to the assigned programs and projects. • Compile detailed schedules, project estimates, work plans, status reports, and resource plans to track all project activities to monitor and report on project progress. • Develop strategies to support client projects, programs, and objectives • Compile, complete, formulate and interpret technical data and financial information relating to assigned programs and projects • Develop detailed schedules, project estimates, work plans, status reports, and resource plans • Authoritative business and financial acumen to translate internal and customer requirements into meaningful business recommendations; converting activity into revenue • Represent the executive team by attending/participating in meetings when needed • Maintain customer/corporate confidence and protects operations by keeping information confidential • Complete projects and action items by following up and tracking to closure • Prepare reports by collecting and analyzing information POSITION REQUIREMENTS: • US Citizenship; • Must be able to obtain and maintain a Public Trust Designation; • Bachelor’s Degree required, or o Eight (8) or more years of relevant work experience required; • Experience supporting DHS or DoD clients as a contractor, USCG HQ experience is preferred; • Prior military service is preferred, prior USCG is a plus; • Project Management Professional (PMP) certification is preferred; • Expert knowledge of Microsoft Office software; • Possess critical thinking and complex problem-solving skills; • The ability to communicate both verbally and in writing; • Proven experience with DoD or DHS acquisition processes is preferred; • Candidates must be able to work independently and as part of a team; VEVRAA Federal Contractor Three Saints Bay, LLC and its subsidiaries offer a diverse, team-oriented working environment and the opportunity to work with exceptional dedicated industry professionals.
