Manager, Project Management

Leads and manages the assigned Project Management team in providing standardized project management practices and procedures. Oversees projects to ensure program budget, schedule, scope and performance requirements are met. Manages and mentors project management staff, evaluates project and program performances and provides best practices in accordance with PMO delivery framework and guidelines. Manages the coordination of the activities of project management with responsibility for results including costs, methods, and staffing. Responsible for operational performance, quality, service environment and regulatory compliance. Receives assignment in the form of objectives and project initiatives and determines how to use resources to meet schedules and goals. ESSENTIAL FUNCTIONS: 1. Provides leadership and management to all assigned project management office activities. Ensures strong collaboration and partnership between PMO and functional, network and system leaders to develop project scope, definition and business case. 2. Manages project business cases to align prioritization, delivery timeline line, and establishment of program governance steering committee. Implements project plans to align outcomes with stakeholder expectations and standards. 3. Develops and implements a consistent methodology and approach for defining project requirements, scope, schedule, resources, budget and metrics for managing project performance to defined goals. Partners with project sponsors to review and monitor work plans and assess implications of any challenges or obstacles to ensure successful completion of project. 4. Manages overall project budgets and tracks costs. Maintains an overall project level schedule and critical path that allows drill down to detailed projects and tasks level. 5. Manages overall project risks and issues to identify and minimize risks, determining a course of action, considering constraints and objectives enabling continued project progress. 6. Manages project change in accordance with the Project Management Office change management process governance guidelines to control scope, quality, schedule, cost, benefits, and contracts. 7. Measures overall project performance using appropriate tools and techniques. Ensures project status reports, schedules, costs, resources, issues and risks are tracked accurately and according to standard. 8. Serves as point-person for assigned internal and external project communications; ensures that project milestones, completion dates, costs, contingencies, risks, and other significant matters are communicated on a regular basis to team members and stakeholders. 9. Supervises assigned caregivers; to include hire, train, mentor, corrective actions, work schedules, time off requests, and performance evaluations. Responsible for assisting with the department budget, tracking expenditures, purchase of office supplies, etc. with budget authority as delegated for assigned areas. 10. Performs other duties as assigned. QUALIFICATIONS: Bachelor’s degree in Business Administration, Health Administration or related field is required. Master’s degree is preferred. Experience/Training: Minimum of 8 years of experience managing complex enterprise level portfolios, programs, projects, business plans and pro forma programs. Minimum of 2 years of leadership experience required. Experience with Agile, Lean or Six Sigma and other development processes and methodologies. Change management experience preferred. Healthcare industry experience is preferred. License/Certification: PMI Certification in Project Management (PMP) is required. Six Sigma Black Belt Certification is preferred. Certified Scrum Master (CSM) is preferred. Other Skills: Advanced skills in financial management and budgeting, as well as procurement and contract negotiations across the program. Proven track record in leading and managing large complex projects. Excellent verbal, written, and presentation skills. Ability to creatively define the project pacing and obtain incremental benefits before the project is complete. Ability to lead implementation of project management best practices and frameworks such as PMI or CMMI. Knowledge in establishing and executing the governance framework for both the constituent projects and the program itself. Ability to assess, evaluate, restructure and coach project management team in a complex environment. Demonstrated ability to utilize effective communication strategies; able to implement, drive business successful business outcomes, and work effectively with all levels of the organization.
