POSITION RESPONSIBILITIES: GVI, Inc. is searching for a Program/Project Manager III to support a requirement with NAVSEA Warfare Center. The Program/Project Manager III: Provides project leadership and communications with stakeholders; project planning and scheduling; earned value management support; project management, including performance monitoring and measurement; reporting and documentation associated with project/program objectives; stakeholder briefings, participation in required meetings, and related project support services; program integration services; project close-out services. Provides expert advice, assistance, guidance or counseling in support of mission-oriented business functions. Assists with stakeholder analysis to identify contracting, financial management, and client technical stakeholders necessary to define multiple end products or services required to meet program goals. Assists identified stakeholders in applying business process modeling techniques including development of Current-State models to visualize current (As-Is) business strategies and Future-State models to develop more efficient (To-Be) business strategies. Assists with the identification of organizational vision and goals and development of action plans for goal achievement. Ensures that Programs are planned, developed, managed, and executed in a manner that supports Program procurements and management objectives. Develops project Plans of Action and Milestones (POA&M) and schedules. Coordinates and executes the implementation of technical/financial solutions and schedules to meet milestones. Identifies risks, performs Quality Assessment, and tracks overall project work through completion. Supports the ongoing Financial Improvement Audit Readiness (FIAR) activities as related to future DoD/DoN audit requirements. POSITION REQUIREMENTS: Active Secret Clearance; Bachelor's level degree in any technical or managerial discipline and Fifteen (15) years professional experience in program/project management managing programs of similar scope and complexity as those in the SOW. Three (3) years of which were in Project Management requiring task effort monitoring through the use of Cost Schedule and Deliverable status determination and applied skills in Risk Mitigation practices. A Project Management Institute Certification (PMI) as a Project Management Professional (PMP) may be substituted for three (3) years of work experience. Past experience should include management with DoD acquisition programs, the overall management of the specific Task Orders, coordinating the implementation of technical/financial solutions and schedules in specific delivery orders to meet milestones. Education/Certification/Professional Development related to project management, procurement, programmatic planning, acquisition and knowledge management, or strategic planning and policy advisory. Organizational, coordination, planning, and leadership skills is essential in managing the planning and production of all activities associated with assigned delivery order projects. Familiarity with Federal Acquisition Regulation (FAR) and DoD procurement policies, regulations and procedures. Experience with Organizational Project Management Maturity Model (OPM3). Experience with DFAS ERP (Enterprise Resource Planning) financial system. Experience with Defense Acquisition University (DAU) sponsored acquisition management tools, such as the Acquisition Requirements Roadmap Tool (ARRT), the Service Acquisition Mall and the principles of Better Buying Power. Experience with Microsoft Office and SharePoint.
